Procurement Manager

Position Summary: Responsible for coordinating all phases of the Company's procurement activities while ensuring compliance with government FAR requirements and Spire policies and procedures. This position will require strong partnerships and interaction with functional business unit leaders, sourcing leaders and global.

Detailed Job Description:
  • Manage company commercial vendor relationships to ensure reliable supply 
  • Review and negotiate office vendor contracts in conjunction with the business units
  • Manage and develop procurement staff. Coordinate with Shipping and Inspection
  • Forecast supply vulnerabilities and analyze trends in organization's purchases to reduce costs and improve quality
  • Support NPI and Engineering development projects from the concept phase through the release of a product into production - this team owns the cost and works with engineering and manufacturing engineering to attain cost targets (labor and materials), the BOM must be transaction able through the development phase, and the team ensures that all prototype and alpha-phase procurement is sourced from production ready suppliers
  • Review requisitions for office supplies and equipment, approve orders, prepare purchase orders as required; reconcile all expenditures and approve invoices for payment
  • Develop and maintain vendor list, with support of each business unit
  • Minimize sole source arrangements where possible
  • Develop and implement company purchasing policies and procedures, interfacing each business unit's needs
  • Responsible for source identification, evaluation and solicitation resulting in preparation of documentation supporting a source selection recommendation
  • Ensure that suppliers meet Spire's quality requirements and applicable regulatory requirements by initiating appropriate action when supplier quality or compliance deficiencies are identified
  • Preparation for and conducting detailed negotiations including cost, schedule, technical requirement analyses, and verification in conjunction with each business unit's guidelines
  • Implement Continuous Process Improvement (CPI) principals aimed at revising the material acquisition process resulting in lower cost operations
  • Oversee and manage an effective expediting program
  • Interface with Senior Management regarding all procurement activities
  • Ensure ISO procedures are formulated and implemented pertaining to procurement activities
  • Drive supplier selection activities such as audits of supplier plants to evaluate facilities and capabilities
  • Develop the organizational capability to the extent that he/she is no longer required to participate in day-to-day execution.
Job Qualifications:
  • BS/BA degree required with 10+ years of procurement, and expediting experience
  • Ability to successfully manage projects, and manage multiple and changing priorities
  • 5+ years experience in managing direct reports
  • The ideal candidate will be a materials director/manager within a company that develops and markets complex, low volume high mix, high margin technology-oriented products 
  • Candidate should have a working knowledge of lean manufacturing principals and a broad knowledge of quality tools and continual improvement methodologies
  • Demonstrated success with materials cost reduction strategies, supplier selection and development, integrated supplier programs for kan-ban and/or just-in-time materials
  • Experienced APICS-Certified professional; Extensive hands-on experience and understanding of ERP systems and data mining required.  ERP implementation experience desired
  • Demonstrated problem resolution skills and negotiation skills
  • Strong PC skills and familiarity with Microsoft Excel and Word or equivalent
  • Experience with purchasing operating systems (Solomon) and MRP systems (MaxQ)
  • Strong communication skills being fluent in oral and written English. Vision correctible to 20/20
  • Hearing within normal range
  • Must be able to stand, walk, bend, and climb a ladder Ability to lift 25 lbs.
